The ultimate objective of the ALDREN project is to combine, adapt and implement ALDREN procedures in existing procedures to overcome the technical, organizational and financial market barriers and promoting deep renovation of building European wide. The procedures set up in the ALDREN project will be combined in a step-by-step deep renovation approach, from the collected data to the final actual as-sessment, from the renovation strategy to its implementation. Different tools already exist and will be adapted to one consistent modular package.
The TRIPLE E Market Study (2014) interestingly stresses that “the majority (approx. 67%) of scheme users are in favour of integrating the EU voluntary scheme within existing mandatory or voluntary schemes”. To address the identified market barriers for deep renovation, the ALDREN project will exploit and extend the CEN EPB calculation method. The EVCS, completed by the previous additional components, will be the back-bone for the ALDREN procedure for the deep renovation process.

In line with the refined specifications coming from the ALDREN Alliance and adopted by the steering committee, this action will ensure and implement the proper and coordinated integration of the different individual methodological pieces into the ALDREN common procedure. The integration will be designed as a modular framework so as to contribute to the market uptake among both the building certifiers and professionals (assessors).

Property owners obviously need a harmonized assessment methodology and procedures to manage large buildings stocks, possibly at European scale. Benchmarking is a core instrument for energy management. As previously recalled, national EPCs do not provide yet direct comparability of EP ratings across the EU and do not take into account in the same way the innovative solutions and all technical systems.
In order to ensure comparability of building EP certificates on a building stock at European scale, to identify the building (within a given stock) and performance targets and render information content for the decision making, the ALDREN procedure will exploit and consolidate the EVCS rating approach towards a building passport.
At building stock scale, the calculation methodology and the rating scale (classes from A-G) of the EVCS will be used to assess, compare and identify in priority the buildings fitting for deep renovation (60% energy sav-ings or NZEB level), in order to incentivize investments in energy efficiency.
At building scale, they will be exploited to rate the buildings, identify the “energy class transition” needed to reach the deep renovation level, and identify the renovation actions required to achieve it. EP indicators will be analysed and transformed into recommendations for targets. The indicators will be divided at least in 3 renovation topics:
- Renovation of building envelope
- Renovation in heating and cooling systems and hot water preparation
- Renovation of lighting
The methodological integration of the EVCS in the property managers’ decision process, among the various criteria of building valuation (including the attractiveness and technical state), will be worked out.
As this project is focused on existing buildings, different pre-renovation building quality will be also consid-ered.
The action will be performed in the following steps:
- Description of the current status
- Exploitation of the EVCS rating scale to assess and compare buildings EP (including testing possibili-ties and consolidation of reference points on the scale for EU wide comparability of ambition level)
- Identification of relative building targets for step-by-step renovation
- Identification of relative EP targets and implied renovation actions (compliant with deep renovation)
- Methodological integration of the EVCS in property managers’ decision process, among the various criteria of building assets evaluation (e.g. the attractiveness and technical state).
- Proposal for integration of EP indicators in asset evaluation (Task 2.5)
- Proposal for integration of EP indicators in a building passport
- Methodological consolidation at M18 and M30 from the outcomes of T3.1 and T3.2
- Indicators and ratings will be tested on 3 pilot studies (Task 3.1)
Addressing the gap between calculated and actual Energy Performance (EP)

The move towards deep renovation is hampered by the difference between calculated and measured energy performance (EP). These differences do not allow preparing realistic financial plans and calculating the real cost effectiveness. They lead to a lack of confidence.
The ALDREN procedure will exploit and adapt pre-existing methodological developments and technologies, either on calculation or measurements approaches, to define a pragmatic EP assessment combining both ap-proaches, which requires expanding the EVCS beyond the CEN EPB method. One approach will consist in adjusting (calibrating) building information models to effective consumptions (bills, measurements) and to identify the actual behaviour of users.
This task will integrate recent innovations in the field of IoT (internet of things; smart sensors and metering), building information models, and dynamic energy simulation (+ optimization techniques and dynamic ques-tionnaires to refine the understanding of the existing building characteristics and use, at present state).
The AA will get involved through the property owners’ group and existing certification schemes operators, whose support and cooperation will contribute to collect building energy data, so as to set the correction and decomposition factors generally needed to exploit energy consumption measurements and cross-analyse calcu-lated EP. The ALDREN Alliance and the pilot sites (T3.1) will also allow describing the current market status and consolidating the methodological approach and its integration in the overall ALDREN procedure.

Addressing health & wellbeing

Building retrofit in the non-residential sector remains mostly considered independently from the energy issue unless mandated by building code (in case of deep renovation) or when renovation is a part of application for voluntary building certification such as DGNB or BREEAM or LEED. Renovation roadmaps should document and confirm that the buildings’ elementary expected qualities are not deteriorated and supported. Monitoring, verification and exploration of general parameters of the conditions indoors is needed not only to support and promote indoor climate friendly solutions and initiatives but also to avoid possible negative side effects (e.g. inadequate ventilation) of highly energy-efficient buildings. Health, comfort, well-being and high quality of life are only one dimension of the potential benefits resulting from the improved indoor environmental quality (indoor climate) as a result of deep renovation. The other aspects are the effects on productivity.
The intention of ALDREN is to emphasize and promote health, well-being and productivity benefits so these elements become an integral part of renovations. The ALDREN procedure will integrate indicators as comple-mentary modules to the EVCS, which can be used for building certification related to indoor environment. The indicators will cover indoor environmental quality i.e. thermal comfort, indoor air quality, lighting and acoustic. prEN 16798 “Indoor environmental input parameters for design and assessment of energy perfor-mance of buildings addressing indoor air quality, thermal environment, lighting and acoustics” will become a starting point of this process but ALDREN will draw from experiences and methods and approaches used by others, particularly voluntary green building programmes and voluntary certification schemes to define the best achievable and the most effective approach.
These additional indicators will be used both before and after the renovation works so as to characterize the initial stage and its evolution. The methodology related to data collation in existing buildings, and the calcula-tion of the situation after renovation will be worked out. Sex and/or gender will be analysed if appropriate and taken into account in the indoor comfort health and well-being indicators. Influence on energy performance and link between health and comfort indicators and overall energy performance indicator will be assessed. The Alliance and the pilot sites (T3.1) will also allow describing the current market status and consolidating the methodological approach and its integration in the overall ALDREN procedure.
Linking EVCS to the financial valuation

Current levels of investment are insufficient to deliver on the Union’s climate change and energy objectives for 2030. Estimates suggest that around €100 billion need to be invested annually in the EU to achieve Europe’s 2020 energy efficiency targets – mostly in buildings (source: Energy Efficiency Financial Institutions Group Report: “Energy Efficiency – the first fuel for the EU Economy. How to drive new finance for energy efficiency investments”, February 2015). At present, annual investments are below half of these requirements. The lack of tailor-made financing products for energy efficient building renovation is a main barrier for deep reno-vation. There is a need to link the level of energy and sustainability performance to be achieved during building reno-vation works and the access to financing. Financing the required upfront investments remains a challenge. Even if potential energy savings may be significant, the financing approaches considering exclusively these savings are usually not compatible with the traditional expected return of investment (ROIs). The financial benefits from deep renovation however exceed the savings: asset attractiveness, property value, reduced risk for the loan provider, contribution to the companies’ policies towards sustainability. Today, the value of energy efficiency is both intangible and inconsistent, resulting in a difficulty in developing bankable business cases.
The ALDREN project will set a framework to establish explicitly the link in between the certified energy or sustainable performance and the risk assessment, including property value or the credit risk for the finance provider. It will define how, beyond the expected energy savings, the sustainability and energy features of buildings can be “translated” into economic value. The ALDREN project will make suggestions to improve the integration of sustainability energy related characteristics into investment decision-making process and asset valuations. EP indicators proposed in task 2.2 and health-comfort indicators proposed in task 2.4 will be exploited and the way how could be integrated in asset evaluation process will be proposed.
The results from IEE project Reno Value focused on awareness rising of real estate evaluators will be exploited (http://renovalue.eu/). The ALDREN Alliance members acting as finance providers will be closely involved in the developments. The Alliance and the pilot sites (T3.1) will also allow describing the current market status and consolidating the methodological approach and its integration in the overall ALDREN procedure.
Rendering of the collected data and results in a building passport

EPCs should be included in more dynamic tools, as individual Building Passports adapted to each building, to support consumers, the construction sector and investors. This would provide a more solid long-term vision for the national renovation strategies with a better link to finance, and minimum renovation targets. Individual Renovation Passports give a secure pathway to consumers, show benefits to consumers, and help to avoid a lock-in effect by making all steps coherent. Long-term planning with intermediate targets would be very helpful giving the owners or stakeholders sufficient confident to invest in renovation.
The building passport is also definitely related to the topic of data collection and treatment especially for exist-ing buildings. Very little information on buildings is collected, conserved, updated and maintained overtime. This lack of information on existing buildings is detrimental in different perspectives (e.g.: difficulty in sup-porting owners in their decision making process). The availability and capitalization of buildings information, the memory of past and current interventions and retrofit operations are fundamental issues to reduce the costs of audits, to assess the present state of large building stocks, to create opportunity for innovative business models such as bulk purchasing through the emergence of pools of owners/investors.
This task in particular provide the assembling combination of EPC data collected in the previous tasks 2.2, 2.3 and 2.4 by all the partners in different EU countries with the financial evaluation of the task 2.5. The render-ing of all these collected data will flow into a robust definition of a Building Passport form for Existing Buildings. Further, a practical implementation of the Building Passport will be tested in the following task 3.1. This task will especially involve:
- The definition of a data model to structure and capitalize building information (from the EVCS information needs and collection), so as to support deep energy retrofitting operations;
- The inclusion in the data model of information relating to building control strategies, the Building Management System, the submeter configuration and energy monitoring and targeting plan. The data structure will be suitable to collect information at the four critical stages of the deep renovation: design, as-constructed, post commissioning and in operation.
- The compatibility with emerging databases at national and European levels (e.g. Building stock observatory, Product databases based on Ecodesign Directive and other building components);
- The formalization of the results from all the previous modules, in a tool offering a dynamic and step-by-step vision of the pathway to deep renovation, specifying EP targets and renovation actions to be undertaken. This task includes BIM for renovation of existing buildings and will be grounded on the experience of the AL-DREN core members on information needs in the perspective of building energy retrofit. ALDREN procedures will be included in ALDREN handbooks for managers and professionals and in training materials for professionals
